Because he was supposed to be a great strategist. Normally when you knew thrawn is your enemy you are beaten. He is depicted as cold hearted, but otherwise not as much as scary. Tarkin was actually supposed to be scary and cruel. The tarkin doctrin was bassically rule by fear. Overwhelming firepower for even the smallest rebel cells.
Thrawn would often rather make you belive you have a chance but set up a trap.
That being said technically an equivalent rank, Thrawn was a Navy admiral while tarkin had more a political rank. Not much difference between that in the empire but in theory their work areas are diffferent.
