Actual Germans, do you consider people with German ancestors to be German?

They don't speak German, but their ancestors did in the 1800s, are they still part of the club?

No, in almost all cases. You are German if you speak the language, both your parents are German, you know German culture and customs and you live or at least lived in Germany. Some constellations are interesting though, I know for example of a German settlers town in Brazil, where they speak the language and have built German half-timbered houses.

If their physical dna goes back to Germany, then I would say they are right.

If they have German ancestry dna then yes they are German in my eyes even if they have never been to the country or speak the language. There is a difference between nationality and ancestry.
