This is Barack Obama's Presidential Library, under construction in Chicago.

Not enough windows for a hotel and I can just make out the word "new landmark" at the bottom which kinda rules out cement mixer or air tower. The lamp posts point to an urban setting. The lack of windows is interesting, as if it's not designed for human use or the contents inside need extra protection. The walkway near the top looks militaristic and it's not hard to imagine armed guards patrolling the top ready to take out anyone trying to enter. Is it some type of bank or depository?

It is the Obama library in Chicago. The architect borrowed heavily from a WW2 observation tower.
