What is the best way to get rid of somebody who will not stop stalking and harassing people in an online forum?

I was thinking that an IP ban might work, but then a friend of mine who knows more about these things than I do pointed out that a lot of people have dynamic IPs, so it might not work. He then mentioned a range ban, but banning a range of IP addresses is really a drastic thing and kind of overkill. Does anybody have any ideas? Every time his current account gets banned, he creates a new one with a different name.

If you don't own the site there's little you can do besides report them, then ignore them.

Actually, it's stalking and harassing. This user follows people around asking the same question over and over again and demanding an answer. I blocked him, and that solves part of the problem, but any time that I ask a question, he is able to intrude on that question and start his stalking routine, which drives other people away. He also has an ugly habit of making personal insulting comments to people every time he responds to them or even interacts with them. He is in many ways the ultimate troll.
