Here's a partial list of US states, including DC.

1. Hawaii - 52.0
2. California - 33.3
50. Utah - 13.0
51. Idaho - 12.3

The list shows the top 2 (MOST) of something and the bottom two (LEAST) of something, described by the number with each state, as of May 2026.

Can you figure out what the something is, and what the numbers actually mean.

Hint: The overall average for the US is 18.8.
