The angle of the camera seems to be perpendicular to what looks like the front of each stair. There is molding on the top of each stair which has a ridge on the bottom of it which would be unlikely if the side of the stair showing was the top instead of the front because that ridge would be a tripping hazard. So that is another piece of evidence that the camera is facing the front and bottom of the stairs and not the tops of the stairs and down. And the stairs behind the cat seem to be higher than the stairs the cat is on or the stairs in front of it.
Also from the position of the cats front paw it appears more like it is reaching out to land on the next step down so it won't fall than reaching for a new step although that isn't as pronounced as the other observations.
Add all of those observations up, trick questions aside, and I would guess that the cat is going down the stairs not up.

Coming down. Those look like risers because of the decorations on them and the bullnose on the edge.

The cat is traveling up the stairs. The geometric relationship between the walls on either side of the stairs and the flat surface (floor) opposite the viewer doesn’t exist atop a flight of stairs without a guardrail around the staircase to prevent people from accidentally walking into the stairwell from the sides. It is pretty typical at the bottom of a staircase though.
Obviously the handrail was left out of the picture because the orientation of the supports would give away the orientation of the cat in relation to the stairs.

Carefully viewing the shadow where each step overhangs the riser by just a bit, we are looking up the staircase. The light reflected on the wall confirms this, light is almost always above the viewer, think a light fixture at the top of the stairs.
Which means the cat is going down.
This stairway violates code though. Any stairway with more than two steps requires a handrail, and this stairway doesn't have one.

Movement of the cat down the stairs, based on the observation.
It comes down I think. Its tail position indicates it. And also: Up, there is a landing visible that would make no sense downstairs. Plus: the step faces are decorated and there are protruding edge battens. Plus: the rise to depth ratio of the steps - building regulations do not allow for too steep stairways.
Going up. At first i thought the cat was going down but the nature coming from behind the cat suggests it's light from the room or light reflected in from a window. The light seems far too direct to be coming from an upstairs source. Not to mention if the cat were going downstairs i think it's center of gravity would be on it's front paws. It's tail would probably be higher up, and it's not.
So i's say the cat is going upstaira.
It looks like going down because each step wouldn't have a piece of trim or a lip on the topside that you could trip on. That would more likely be the edge of the board that you step on indicating that the top of the steps is something you don't see in this picture because you're standing below them.
Actually I just asked AI and apparently some steps do have a protruding lip on the topside for visibility apparently. So, this cat could very well be climbing upwards.

Since when have you seen stairs that had decorations and bull nose to trip on? Stair treads should be flat as a board. And they put bull nose moldings on the treads to extend the surface area.

Down. The front paw is positioned to cushion it going down. If it were going up, it would be positioned for a more powerful movement needed to go up. There are other clues others have pointed out but this struck me first.

Based on the light at the top and the design of the stairs I would say he's descending down the stairs, especially how the shadows are as well along with how his body is set.
Has to coming down a bullnose treaded stairs. It would have a trip hazard the other way round.
Down, stairs dont have a lip that you step on. But the flat part you step on overhangs the vertical part, just like in the picture
