It's not the hairstyle, it's the guy attached to it. Soldiers and Mma fighters (not even gonna touch the skinhead one...) tend to be hardcore street and edgy. They'd be that way even without the buzzcut. So because that hairstyle may be associated with them, you might look more tough and dangerous if you had one but the most important thing is to actually be tough and dangerous

But buzz cuts...one time a friend of mine got a buzz cut (and a few others did this before him with no hitches) but this guy came out looking really scary

I don't think it makes them look tougher or dangerous. They might look rougher if they're not dressed well but other than that if they dress casual or nice they look like everyone else, no tougher, no meaner, no more dangerous.
They usually look very sexy. :D Or as my head automatically translates at the sight of them, "cute".

I've never really thought about it, but now that I do... nah, it's just hair. Funny story, my friend was told to grow his hair out for work because people though he was a skin head. People have nothing better to worry about I guess.
I think buzz cuts can contribute to a tougher vibe, but they don't always. I've never been a fan of them, regardless, but that's just me.
I think edginess is more in the face because I've seen guys with a buzz cut and cute little face he doesn't look tough at all
