Yeah, he wanted it to be known that he was interested in you. That happened to me the other day and my mistake was looking at him because once I did he walked up to me. It seemed that no matter how nicely I turned him away, he wasn't taking no for an answer.
Altough most of the time when I stare at a girl its because I find her hot I also stare at the girls I find unattractive or who have a behavior I can't understand so you never know but most likely he enjoyed the view .. :)
Either he likes your looks or you had a giant stain on your clothes or something. If you weren't rocking an eye catching something of an unusual nature, he was enjoying the view.
