What does it mean when a guy stares at you from a distance?

a friend of mine rejected me more than a year ago saying that he did not like me in that way.. well after that i have not have talked to him properly ever since.. but he keeps staring at me now.. fast forward to now..
-it was the day right after spring break, and lunch was going on, i was standing on a quite elevated area and talking to my friends, i happened to be facing from where he and his brother were coming from.. his brother saw me first, and then let my friend know.. his brother left, but my friend just stood there with his hands in pockets and stared with no expression.. from a distance openly, like there were a bunch of people around so that was weird, what was funny that his brother had to come get him cause they were getting late, but before he left he glanced at me one last time.. it felt so awkward.. did he miss me, cause he did not see for a week..

Can't stop staring.. Probably he is starting to develop feelings but seems he is shy to make a move... I would stare at my crush (but not as obviously as he does it lol I think that would creep her out ) if y'all still talk.. Try to have a small talk to him.. If he seems nervous/doesn't says much (cuz probably will be thinking what to say) then something could be going on..

thanks for answering... i would like to add that before i told him that i liked him, he confessed but when i asked to repeat him, he backed out, lolol so when i told him that i liked him i was dead sure that he did..

he confessed to me before i told him, so that was about in November of 2013, i confessed to him in Feburary of 2014

Well that was last year so I think he might do.. Cuz that's too much staring lol a way to be more sure would be how he acts when you around him.. And also how he behaves when you talk to him.. He would speak softly.. Stumble on words.. Talk hella fast.. Signs of nervousness lol also he would weight in his words.. Meaning he would choose his words carefully cuz he might be nervous to say something that might be seen as stupid.. All signs of being nervous..

Try to talk to him cuz he seems he is scared to make a move haha and if you easy him a bit he might start approaching more
