my point is that if someone who is average or less than average looking (to you) flirted openly, it would be creepy.

Usually when a guy comes up and flirts with you or whatever, girls like it unless they are ugly. And when girls say creepy, it means an ugly perv. So, when an ugly guys asks out a girl, and she is like "eeeww, get away you creep." The fact that the guy is ugly makes him seem like a perv. It's okay for pretty guys to hit on random girls, but ugly guys that hit on girls are called creeps.
