Is saying someone is awkward the same as referring to them as creepy?

No. They are not the same.

Somebody that is awkward can certainly also be creepy. Creepy can be awkward. Awkward can be creepy.

However, someone can be awkward in a way that's not creepy at all! That's for sure the more common version of awkward. That's what is usually meant when someone says awkward.

If they mean creepy, they'll say creepy. But saying awkward usually doesn't mean creepy in a real world situation.

It usually means literally "awkward" (without any additional implications). As in "uncomfortable seeming or acting"

It can (in rare circumstances) actually be an attractive quality. I have known a handful of people... who were awkward in a way that I found fucking delightful. It was the opposite of "creepy-awkward." Its "cute-awkward."

(and to be fair... I've never found a guy to be "cute-awkward.")

Not at all they can go together but it’s not the same thing someone can be socially awkward but not creepy someone can be creepy but be way over confident as well.

Someone can just maybe have bad social anxiety or something like that without being a creep.

No. Awkward implies they are doing something other than what you expect them to do, but doesn't really affect you. Creepy implies they are doing something that upsets most people, including yourself.
