He grazes my arm - meaning?

He was dealing cards and he kept grazing my arm with his hand; it didn't look like he was doing it to anyone else. He he told the game rules he leaned in and used my card to explain, instead of his own. He stares at me. I like him but I don't want to tell him if I've misread everything.

Most likely he's trying to send signals. And you can play the same game back. Touching is the strongest signals you could possibly send short of saying things outright. Find excuses to touch him, hold his arm, his hand, his hair. It is not really that difficult - and it should signal him to be more bold even with no words said.
