Actually it depends on the character of the guy and what his intentions are. Some guys actually would prefer a face picture, especially if he was drawn to your eyes when you met him (considering if you met him in person, in a decent respectable place.) If you met him online or at a club, then perhaps his intentions are less than honorable and he sees you as a potential sex partner, then in most cases he is hoping for something more risqué.

The thing is, how you respond will dictate how he will eventually see you. It is recommended that you send him either a face picture or some fully dressed body pictures and not anything where you may be dressed more provocatively or not dressed at all.

This does two things simultaneously. It gives you a better idea of what his intent is based on how he responds or if he doesn't respond at all. If he doesn't respond at all or insists on a more provocative picture, then you already know what his intent is and it is up to you if you decide to stop talking to him or correspond accordingly.

I think this dude is hoping you'll send him something risqué, but isn't well enough acquainted with you to feel like he can bluntly ask for a dirty picture without offending you. So he just said, "send me a picture" to leave it open to your interpretation.
