When I say it, yes, I mean it. Whether it be to a guy or a female friend.

I dislike when others tell me "Yeah, we should hang out sometime soon." and then they totally don't follow up. These are probably the people who say it out of politeness.

Nah, usually if I want to see someone I'll make it clear. I'd avoid any topic of hanging out with someone, if I really didn't want to.
