Girls what does it mean when a girl teases you then says "just kidding" afterward?

This girl lately has been sarcastic and teasing me a LOT, and it doesn't bother me, but it confuses me Because she's still nice to me, and I can tell she cares about me, but she always teases me then immediately says "just kidding" afterward and if can't figure out if she's serious or not, but I fail to understand what's going on and was hoping you could help Because I don't want to upset or hurt her fee;omgs.

I feel like if a girl says "just kidding" a lot she's nervous about whatever she's saying. Like if its joking or some kind of slight toward you and she keeps saying it. She may care about what you think of her.
