You telling him would be helpful. He would be much more inclined to tell you how he feels once he's less confused about how you feel.
i think that is what it means. he doesn't understand how you feel or he has a difficult time gauging how you feel about him

it is possible you said something genuinely confusing but if not then perhaps he is trying to gauge whether your attracted to him or not the signals you send him may be a little strange or maybe he doesn't know how to read when a girl is attracted .
He's hinting that he's not sure where he stands with you. Of course he wants you to tell him how you feel.
