What does it mean when a guy stares but doesn't approach?

I've noticed this guy keeps looking at me with a blank expression. At first I thought that it was just a fluke but its been numerous times. For example, one time I'm texting my friend and I look up to see if she's there and the guy locks eyes with me as he passes by, another time was when he stared at me for a few seconds before leaving a lecture, and the rest of the times have been just random locking eyes incidences. He also sat down beside me once instead sitting with his friend. He's an attractive guy but I'm just wondering why he's so shy or is he not interested?

Hes interested of course. Just make yourself look available and approachable. Go sit by yourself at a table and look at him, or go to a place where you are alone.

I would never approach a girl in front of a crowd or in front of people. I don't think I got confidence issues, but maybe I have a unorthodox bad luck. Everytime I approach a girl in a crowd, some douche will c*ckblock me, like literally say something so stupid, that she runs away.

Probably shy, why is he shy? You probably haven't shown enough interest in him for him to feel comfortable about making a move.

You can also say something to him, start a conversation: not about his staring, of course, just something friendly.

Putting myself in his shoes, he's probably shy. Why don't you try initiating conversation with him. Don't say 'why do you keep looking at me and don't say anything' or call him out. Just be casual, make a comment about the class or you can pull the can I borrow a pen thing. You can gauge his interest level as well as find out if he's shy by doing this. If he is shy, he will be happy if you initiated the conversation.

i've stared at girls before xD they noticed I stared at them but I quickly look away.

once, the redhead I stared at came next to me in a chemistry lab. we were supposed to go around taking samples from several tables. it looked like she was trying to know me. but I was too shy. she's out of my league, anyway...

He is probably really shy. I'm a lot like that where I stare at a women who I find very attractive, but not smooth enough to approach her. you can prove weather he is intrested or not by approaching him. maybe ask a question or start something social. if his attention is totally on you, and he tries keeping up conversation then he likes you most likely. But honestly, men just don't stare at women for no reason. He's probably giving you a hint.

he is interested in you. Make it a point to show interest back...if he is locking eyes with you and NOT smiling...I would probally ask a friend to walk out to your car with you lol. But seriously he's into, go approach him and talk, he may be shy.
