Sometimes I catch a guy staring at me but they never actually approach me. Do you think it is a good idea to write my number on a piece of paper and give it to him or is that a bad idea? Will I seem too easy if I do this? I mean, I don't want to give my number to a pervert. I'm tired of dating apps and I want to try finding someone irl, the only problem is that guys never approach me.

Not a good idea. You need "quality checks" on the boys. Here are some suggestions:
You need to establish (short) eye contact, exchange glances, smile and see if he smiles back... maybe also walk past him closely a couple of times. If he does not get it, he is probably not yet ready for dating. - Sounds hard but is true.
You usually do not want somebody who is lacking even the tiny amount of self-confidence required to approach you after you built that bridge for him.
If however you really really like him and he just appears very shy you can just talk to him and say like "Hi, I am XYZ, who are you? ... Do you like this place?" (Whatever, you need to ask something vaguely related to the situation to get him talking.) I would only do this if he has at least smiled back at you when you established eye contact. Also you should not be lenient with bullshit-talk in that case.
You are the female, you are desirable, men have to do the courtship. If the boys you like are absolutely too shy you need to find some other means in order to establish quality standards. Talking and checking their nonverbal communication is best. If he is brittle and inhibited you should not hope that he will eventually "thaw". In that case you will likely be wasting your time.
