Guys, What does it mean when a guy stares from a far but doesn't do much when close by?

Once we were close and he was already watching and when I saw him looking he just broke eye contact by looking at my chest and then looked away. By chest I mean the area between your neck and boobs (not the actual boobs). He just kind of looked down after we caught eye contact to that area, and then looked away altogether.

He doesn't really make eye contact if he is close though. Like he would just look away as described before.

I've also been told by my guy friends that he watches myself and my friend from a far. (They were in the other side sitting somewhere else while we were at our own part of the room) saying he stares at us. Most of the time when I look and he happens to be looking already he just looks away. Sometimes from a distance of he's already watching (He isn't always, he's a bartender doing his job) he carries on from a distance.

Also once I had sun glasses on so it wasn't easy to see my eyes or where i was looking, and I was listening to something funny with a headphone in my ear and smiling. He basically walked past and looked into my eyes probably trying to work out of I'm smiling at him. He didn't smile, he just looked straight into my sunglasses lens turning his head with his mouth slightly open looking confused or in deep thoughts. I eventually turned my head because that got awkward real quick.

Maybe he likes you, or a certain person in your friend group. And he wishes he could do something about it
I did that before, then I was called a creep and that really just lowered every happiness I had to try to be friends with the girl at the time that I liked..
No idea if he has a problem with you when he didn't smile, maybe he didn't want to make it obvious or something
I dont really know dont take my word for it

In my case I just assume that unless she has a reason to talk to me she doesn't want to talk to me. I'd also assume that goes through other peoples' heads as well.

Ohh I see. But he was fine as hell. I wanted him to speak to me, I chickened out too though when he was close by so.
