Why does he keep ditching me?

I just recently starting talking to a guy. I noticed he noticed me before I noticed him. He was always flirting or staring at me. Then I came up to him and gave him my number. He called me after he got off work and said he would call me back. He didn't but it was 2 am when he said that. We didn't talk for a couple days and then I called him. We talked for half an hour and we made plans for the next night. The next day I call him he's not home. I didn't hear from him all night. He called the next day and said he had to help his friend move. I believed him and then we made plans for that night. I told him I would call him when I'm able to hang out. He said ok. I call him later and he's not home. He doesn't have a cell so I couldn't get in contact with him. I didn't hear from him all night. The next day I went to see him at his job and I asked him what happened. He said he had to go back to helping his friend move. So I asked what he was doing the next day. He said nothing so we made plans again. He called me after work and he said he would call me about hanging out. I didn't hear from him again. He called me that next day and said he had to go to his nieces' graduation and he didn't know he was going until last minute. He said I'll call you later. He called me after work and said we can hang out tonight. He hung up because his phone was dying. He said he would call back after it charged for a while. He didn't call. The next day he calls and says that he fell asleep. We talked over the phone for an hour and an half. We talk a lot over the phone and he's always flirty but he ditched me four times but they sound like legit reasons but I'm suspicious. Am I being paranoid or is he not into me?
