Do doctors flirt with their patients?... *sorry I know it's a long read*

I go see this chiropractor for my back pain weekly and I don't know but he sometimes says and does things that make me think he’s flirting. Like he touches me when there is really no need for it like one time we were just standing outside his office I was getting something to drink and I was apologizing for being late to my appt. then he says "oh you don’t have to apologize" and then he ran his hand over my the back of my neck and shoulders rubbed and gave them good squeeze. Another time he offered to give me ride because I was having car trouble I said no to him. Last week he told me my hair smelled good, gave me a hug because I told him I had a bad day and made a joke about this thing he does when I’m lying down on the table, he kind of has to get on top of me and then some how twist my back anyways right before he did that he said "OK time for your favorite position" I just started laughing and then he did the same. I do think he's handsome and CHARMING but the only reason I don't flirt back is because I met him through my mom and she swears he’s like totally in love with her because he flirts and does the same thing. Most of his patients are women and they're all swooning for him as well but my mom says he doesn’t pay attention to them only pays attention to her and blah blah blah. I haven’t mention any of this to my mom I think she'd die! So I'm confused because if he likes my mom why would he act the way he does with me? Could it be that he’s just a really nice guy or big flirt that can’t control himself around women? Should I just point out his behavior to him and the fact that it’s really confusing? I don't know what to do!
