In love with 2 people, what to do?

So I don't know what to do but Im in love with 2 women. Im a 25M and the one girl is 21 and we’ve know each other for about 3 years been a on/off type thing but never been official. I started talking to her again for about year now again. We both agreed to date when things r right in both of our lives but it’s always a one day good then next day bad type thing. But then recently I met this 33F and she has 2 kids but she’s really an awesome person. Like we went on a few dates and her energy and personality is someone I like a lot. But we both agreed that it wasn’t right either because she wants a actual relationship with someone and she has 2 kids and I’m not scared of being in the relationship but it’s being a stepdad that scares me. So we r good friends instead. But I feel like I miss that opportunity because of that and it just who she is as a person I love and she’s fun and outgoing. And I don't know what to do because I have feelings for both and it’s hard to choose. I don't know what to do.
