For the sake of apperances some things are more frowned upon. Such as your example.
Right or not, guys befriending younger people that they could possibly be attracted to is frowned upon. Which is of course a shame when it really just is platonic friendship. Having played the role of mentor myself before, had this been a barrier several now happy and successful women would have perhaps dropped out or failed to reach their goals. Our friendships made a real difference. That said it was also rather encouraged by everyone, including parents.
And that I think sets the premise for acceptable relations. You can be friends with a much younger girl under the right circumstance. However you will always be judged for it and anything that can be misinterpreted will be. While this is a rather pessmistic view I think you're better off skipping it entirely. It simply is not worth the trouble.

for me it's not really a matter of age but a matter of if the person (especially if it's the opposite sex) if he is married or not. to this i mean that's gonna be my worry because i don't like the girlfriend or the wife to feel threatened that is if ever i'm a threat

no. my closest friend is a decade older than me. I am very free with her and call her by a nickname. but when I meet her own friends who are her age , I often realize the wide age gap cause they look older and I address them as Sir or Ma. and she later laughs at me like "look at you, why aren't you saying ma to me?" and I'm like "cause ur my friend."

When it comes to "underage" then yes, this is complicated, even for just friendship nowadays because of all that can be taken out of context.
But as a rule, no there should not be an agreed limit on friendship. I have friends double my age.
Just be carful with underage, opposite sex. Keep it to open grounds/with others etc - in my opinion.Platonic friendships don't have any age limit. But the key word is platonic, it's gotta be an innocent friendship.
Although the dynamics does change based on age. Now while an 18 year old and 23 year old can still be regular friends. A 20 year old and 40 year old may have a slightly different peer to peer behaviour, maybe a bit more mentor mentee kind.I associate with people of all ages ranging between 20-60.
