I can't say (never having been stoned), but I'd guess it's because those shows aren't WRITTEN by kids, and certain consequent aspects only become apparent when you're in a different frame of perception.

An interesting show to try that with would be The Adventures of Pete and Pete, which was a kid's show that wasn't for kids.
