Why won’t my boyfriend stop joking around when I’m upset?

Sometimes me and my boyfriend have small minor arguments during those arguments he explains his side of the argument and cuts me off every time I try to speak until I’m annoyed and don’t want to talk about the situation anymore. after that sometimes he’ll try to tickle me and yell in my ear and try his best to be annoying he says I’m over reacting and shouldn’t get mad when he’s just playing around but I feel like he shouldn’t be playing when we are having a conversation am I wrong for being upset with him?
