What's the most romantic way to propose to a girl? Any ideas or suggestions?

My favorite would probably be sneaking it in on completing one ones other halfs bucket list places. One of my friends took this concept to its extreme for his girlfriend. She wanted to go see the Eiffel tower and he got the strings pulled to drop the question right underneath it. And he used his grandma's diamond heirloom ring that he would wear on a chain around his neck so he'd get teased by his now wife constantly about when the question would get popped and he'd always say. Once I find the perfect place. XD.
(Context: He's an artist, and his wife is an historical architect nerd, that goes out to historical places and does all sorts of complex project restoring historical places that maybe in disarray. Stuff like wall of a temple became unstable and its dangerous to let nature take it's course. So her team would like intervene to save structures.)
Different women have different preferences. So what one woman finds romantic another may not. If someone is going to propose and doesn't know what their partner finds romantic then they shouldn't be getting married.
I don't want a big or fancy proposal, I would prefer something low key, maybe somebody slips me a ring while we are eating dessert at a garden cafe after we spent the morning dancing at a family party. Something in the afternoon when the sun is out and shining cause I think day light looks better than evening sun shine.
It’s circumstantial for everyone. It won’t look the same for each couple. There’s the vacation, beach options while others have it at restaurants.
My partner proposed after a day at his aunts house. He knew for damn sure she scared me and he figured if I can stand her, there’s nothing better.
