He’s too busy for me?

my boyfriend asked me to be his girlfriend, but never has time for me. I was sick earlier in the week and I said I was feeling better. Tonight he said he would’ve come by but apparently because I said I was sick he didn’t go through it. I asked him if he’s free next week and he said I don’t know i might be busy with Thanksgiving and everything. I’m considering calling it quits because I haven’t seen him in almost 3 weeks and we did just start dating but before we started dating, we were seeing each other far more often, almost 3 times a week, even. But as of lately, it’s been busy with work. It doesn’t have any time for me, but I refuse to believe that because I believe if someone really wants to see someone they are dating they will.
