How do you settle disputes with your neighbors?

Last neighbor dispute I had when the guy in the apartment right next to mine had his front door open and turned his music so loud I couldn't even think straight.
We had had a talk about not having loud music on the day before he moved in. He said he just listened to his music on his cellphone. Ahh, but his giant TV screen has big speakers on it, so that's where it came from.
I settled it by yelling at him to turn it down and I didn't leave his open doorway until it was down - at first he just kept it loud. I reminded him about our conversation we had about loud music.
My apartment building is like a hotel, it's all inside so when he leaves his front door open, to me he is being very rude to all of us.
Didn't people used to call the cops if someone's music was too loud and the cops would actually come out and tell the people to turn it down.
