Women have a magnitute more oppertunity for it, they can sleep with as many men as they'd want and many men would be easily convinced to have sex. But simultaniously thats because women are way more conservative in sex partners. So its hard for me to predict what the exact number is, but its obviously in control of the womens preferences.
No, it's very close to equal. Every time a man is having sex with a new partner, a woman is having sex with a new partner. So the total is the same for both services. We divide that total by the number of individuals, which are approximately equal.

If things were equal it would be that men have more sexual partners but since it is much easier for females to rack up big body counts I say that is is females.
Well the problem is with your question is you're trying to apply logic to a subject that is illogical. And to a gender (women) that is completely illogical when it comes to partners. It maybe logical to say there are 106 males and 100 females but that's only relevant if partners are chosen equally and they're not. Some women, some men (especially Wilt Chamberlain) will have over a 100 partners. And some will have 0.

The mere number of potential sex partners has no correlation to the real number of sex partners.
Instead of answering the question you made an obvious unrelated statement. Yours, mine, and most everyone's potential number of opposite sex human sex partners is close to 4 billion. You may claim that many of the 4 billion are not potential sex partners for any of a number of reason. Regardless, your statement is of no value.
You mentioned the relation of male/females in the question and this has nothing to do with the number of schools partners you have in fact.
