bad is subjective though...

especially during wars... both sides kill each other and point "you're the bad one" at each other

I was thinking more of guys that break the law especially those who commit violent crimes.

@NathanDavis we're not talking about war mate... and no, war doesn't mean all and every law can be ignored. There are laws with war too and any that break them will be investigated and prosecuted. As an example here's a list of some of the trials that were held against the Nazis after WW2.

war crimes committed by the USA government are treated differently... when they are committed by the US Armed forces, there is one way to manage that... and another quite different way to manage, when they use hired mercenaries to commit such war crimes
