I met a girl went out and she said she wants to be friends no no compromise I ended hugging her a few times and kissed her on the neck she was happy but now I plan to buy her a dress not the sexiest to start a Romantic relationship maybe just sex friends if that’s what she wants

A dress is a significant purchase for a women who is only interested in being "friends" or evening "Friends with benefits". You're giving all the attention and time to this women whom has no interested in dating you, as she STATED she only wants to be friends.
I wouldn't waste your money, time, or effort spoiling this women who is just a friend. That is bizarre behaviour for a friendship, especially if it's rather new.

Why not respect HER wishes, which she clearly conveyed and informed you of, she just wants to be your friend, and accept that? If you want to be her friend, spend time and hangout with her, but also commit your time to finding someone who is interested in dating you- as THIS women is NOT. She has made it crystal clear to you. Please do not go out of your way to buy her things (unless it's a birthday) and try to convince her to build a relationship or take things further than SHE informed she wants.

It's wasting BOTH your time and hers.
