I believe in you reap what you sow instead. But yes I've seen it.
When I was in high school, I was a quiet girl. I got average grades but I guess I was known for being a geek for some reason.
Anyway there was a girl I knew we were in the same grade. She was messing around with this guy in the hallway after school. They were flirting and playing around.
And she turned and saw me walking by. She said hi to me and I said hi back. Then the guy said hi to me and she turned sharply to him and said, "Don't say hi to the nerd!"
And I was hurt I was like wtf? Nerd? Why am I a nerd? I was thinking to myself but I just took it and didn't say anything. I went into the main office and I was talking to the receptionist ladies there.
The girl comes in the room like five minutes later and the security guy was there and he started giving her shit for flirting with that guy in the hallway.
He was like, "Why are you doing that? Flirting with that boy and being all loud." And she acted all innocent like, "What? What are you talking about?"
And he basically said she is acting like a slut and she's making herself look stupid and like really racked her over the coals. And he totally destroyed her self esteem and made her feel really bad. And I watched it all happen.

No.
Because seeing something good happen to a good person, or something bad happen to a bad person is laughably insufficient to support a claim of karma.
It is inevitable that if you're around long enough you're going to see instances of people getting what they deserve, for better or worse.
'Karma' is a sentient agent that somehow cares about fairness and can influence the world in tangible ways, that needs to be specifically demonstrated, it can't just be asserted because of convenient happenings that happen to align with what karma believers claim /should/ happen.
No it's however a natural counter reaction, so unless you keep moving it will catch up to you. That said counter reaction will penalize everyone not just the person that caused it.
No. Karma is a lie that only fools believe in. There is no justice.
