Which heaven and hell you talk about?
If you're talking about the ones in most scriptures, they're described based on what a human can perceive. None described in a detailed manner. The gaps in those details filled with characteristics that maybe the details are out of this world/incomprehensible. But I would choose heaven as it's usually described better than living on this life. I can't reign hell. And in both heaven and hell I would be still 'serving' if I can't detach myself from my needs and be free from any rules. The only reign is to become God. All except God serves. And what kind of God is replaceable? I personally believe that's no God. So me being a God is also out of the option.
I would rule in hell and make it better from the inside.

That's rather daft to assume that dichotomy, and you don't know the meanings of words.
Only Satan can "reign in Hell," all else will serve or be subjected to his will there.
No one will need to "serve in Heaven" as it will be forever.
If by Heaven is meant Paradise, or Garden of Eden, I’ll choose that. Every being is created by G-d for no reason other than to serve G-d, the Most Compassionate the Most Merciful. G-d bestowed on us 99 commandments in the Qur’ān and 613 mitzvot in the Torah. Some commandments don’t apply to us, and others are quite easy, and it’s impossible to count how many favours G-d gave the people on Earth and in Paradise.
Possibly. My Christian friend claims that nowhere in the Bible does it mention that the abode for dead people is the Sky (haŠamayim). Same goes for the Qur’ān, but it does mention Paradise, or the Garden. My Hebrew-speaking father says Paradise in Hebrew is Gan Eden, or Garden of Eden.
I'd rather reign in hell. I don't understand how people think Heaven can be enjoyable in the first place. So you sit around for eternity worshiping a God who is torturing your friends and family members. How could you possibly be happy with that?

You really need to read the Bible. You do not need to guess. There will not be anything you enjoy with Hell...
You should at least be informed... I'm not trying to insult you but so much of the stuff you mention is in the Bible. You don't have to agree with, believe it, or whatever. I know more about philosophy, included but not limited too Islam, than most people... I have knowledge, therefore, i can converse with those in Islam about their Aristotelian and Sharia philosophers etc...
