No, they cannot. What they tell is whether they believe in themselves, actually believe in their own thoughts or not.

A criminal can have a soothing attitude and a sense of peace, and collectiveness in his/her eyes. Just because they actually believe in the crime they do. They believe it is for the good of their own. For self-satisfaction. A person not believing in oneself can be told from their eyes only.

I also believe that personality does not get reflected in the eyes. In the society, we live in, culture, and etiquette is taught. It is essentially a layer, that more or less hides what you are as a person. So, it is quite difficult to know what kind of person someone is.

That is why we see so many cases of betrayal. People fall for this artificial layer and later come to know the truth.

To an extent. Eyes reveal a fantastic amount if visual cues that makes it not only possible but likely that we will be able to accurately perceive the state of mind of someone else.

If they can tell me when you are sad, happy, nervous, especially fatale, that is a window to something. If perhaps not the soul.

No, I don't believe that, mainly because I can't tell anything by looking into a person's eyes. All I see are eyes. What else am I supposed to be looking for?

To some extent. If you know what certain actions may mean, it's a good indicator on who they might be.
I'd say that it's also a good tool for deception.

If you know what to look for you absolutely can, from psychopathy to narcissism and so much more can be seen in the shape and expressions of the eyes.

For some reason dumber people tend to have glazed over looking eyes, and smarter people tend to have shiny eyes.

Personality is too complex for eyes to convey, glazed over eyes usually is a sign the brain isn't thinking much, if you see that while they are content or happy, then its likely they aren't intellectuals.
