I worked with a volunteer group that had hard times getting poor people to sign up for shit that will HELP THEM…. they never turned in the paperwork, the group had to go retrieve it and walk them through it. It was free fcking money!

You raise an interesting point, and one worthy of further study. There is much anecdotal evidence that humans are not programmed to live in a peaceful perfect society. If they feel they are not suffering sufficiently people will manufacture their own suffering, for example Brexit or the guy who goes into debt to buy a Ferrari and immediately wraps it around a tree.
