Most of the famous women that are considered flat or small chested are 32B.

Some of the 32B contingent include Eva Longoria, Kendall Jenner, Kristen Bell, Rosie Huntington-Whitely, Zendaya Coleman, Emma Watson, Natalie Portman, FKA Twigs... a couple more that were 32B but later had enlargements.

Taylor Swift is an A cup, 34A, as is Lana Del Rey and Claire Danes.

Kiera Knightley is 32A.

Shenae Grimes is 30A, as is Claire Boucher, who uses the stage name Grimes. And both are Canadian. Those are the smallest that I am aware of, which also happens to be the smallest size available at places like Victoria's Secret.
