sure why not. it's up to parents to parents to parent. i don't see anything wrong with a place that plays music and allows people to socialize. as long as the clubs themselves are not promoting sex, drugs, alcohol or violence i don't see a problem with it.

if we have problems with the kids dress OR behavior we can take that up with their parents

In belgium we have youth houses were all youth is welcome. they are strategically placed closely to the police station. Youth organizes their own parties there. I went to many parties from different schools and youth movements, this happens in cities all over belgium. In my opinion its good.
