Americans or Canadians, who are more smarter?

Academically, Canadians are way smarter than Americans by any metric or measure out there. However, I want you to judge people from both countries from your encounter with an American or a Canadian in past. Usually the kind of conversations and arguments which one puts forward tells a lot about one's intelligence so you can judge on this basis as well.

I don't think there's a material difference.

I would say that schools in poor Canadian neighborhoods are likely, on average, better than schools in poor U. S. neighborhoods. The reason for this is pretty simple and technical - large Canadian provinces moved a few decades ago to provincial level funding of schools. School boards with higher tax bases have the -same- amount of money per student as school boards with low tax bases. In the U. S. wealthier areas have higher tax revenues and spend more per student.

Not much impact on 'average' Canadians or americans, but it probably does matter at the bottom end.

At the top end, the U. S.'s most elite post secondary schools are absolutely global leaders. There are a handful of Canadian schools that are as significant research heavyweights, but they don't have anywhere near the per student funding.

This statement of yours is true. And as an example, someone who asks ". . ., who are more smarter?" doesn't have a grasp of basic grammar, which is an indicator (although imperfect) of basic intelligence. The phrase "more smarter" is redundant.

Pardon my English. I am still learning it. English is my third language. I am a bilingual and will become trilingual in a couple of months. According to your point, if one foreigner visits China and starts learning Mandarin, a Chinese language, and fails to become fluent or let's say that person is at beginner level then it will indicate about one's lack of intelligence. Your point is valid for people with English as their mother tongue.

I seriously think that the kind of education and community one lives in have a great impact on one's intelligence. You should dig in more about education and intelligence comparison of people living in two or more countries. Look up UNESCO data or OECD reports.

Not with grammar like that. It should be either "who is smarter?" Smarter already implies they are more smart so saying "more smarter" is redundant. Plus it's "is" not "are".

English is my third language. If you were to learn mandarin (my native language), I don't think you could speak even a. Single sentence fluently. Language fluency may indicate my intelligence if I was born in an English speaking country. Given people's dependency on tech these days, programming languages like C++ is a necessity to know about things we work on. I am pretty sure you can't write codes which according to your logic makes you dumb. Anyway I am learning English this summer and most probably I will become more fluent and equivalent to a native speaker. Unfortunately, I will take a lot of time to work on my accent. You did not answer my question so I guess you have problems to comprehend English text.

Many studies show that students in Hong Kong are way more intelligent than students in the USA. You can look up studies by OECD and UNESCO. The fact that you are mentioning that intelligence isn't dependent on nationality proves that you don't possess basic intelligence to do a search before writing on other people's posts. Intelligence is developed over years and the kind of education system operated in different countries play a major role in developing one's intelligence. Ever heard of PISA score? I bet you haven't.
