It's viewed as sort of taking the power from the person using it as an insult. Like how many SJWs now happily self-identify as an SJW despite that it originally was derogatory. Or people on the right jokingly calling each other garbage people or deplorable.

+1 yI'm pretty sure Richard Pryor started it in the 60's as a part of radical social commentary but blacks just adopted it as a part of everyday speak. We only use it today for the same reason our parents used it... because a famous person started it.

Young blacks or just young people in general use it because it's a prevelant part of young culture. The racial stigma definitely isn't as harsh as it was a few years ago. And you can usually tell when someone wants to use it in a derogatory sense
