I suppose they view it as a term of endearment. It's probably much like other derogatory terms that people begin to take and label themselves with. It's viewed as sort of taking the power from the person using it as an insult. Like how many SJWs now happily self-identify as an SJW despite that it originally was derogatory. Or people on the right jokingly calling each other garbage people or deplorable.
I think I saw a meme that said something like "I may be deplorable, but you're deportable." I chuckled.

I'm pretty sure Richard Pryor started it in the 60's as a part of radical social commentary but blacks just adopted it as a part of everyday speak. We only use it today for the same reason our parents used it... because a famous person started it.

My neighborhood has a lot of black people, and I've heard that word thrown it a lot, but it is true that those same people will be cursing/using all sorts of items for language a lot.

I honestly don't get the whole fuss about the word n**. In my country, we call blacks "néger" ("négerek" in plural), which pretty much sound like n**. And there is no hate behind it. I couldn't give a shit about someone's race, unless they care themselves.

It's just the general evolution of language. It has several meanings which are used in several contexts. Young blacks or just young people in general use it because it's a prevelant part of young culture. The racial stigma definitely isn't as harsh as it was a few years ago. And you can usually tell when someone wants to use it in a derogatory sense
