Why Is Bacha Bazi a Thing In Conservative Anti-LGBT Afghanistan?

Afghanistan are both conservative, has a strict religiously interpretation of conservative Islam and has the talibans, so why would Bacha Bazi be a thing then and relative popular? Homosexual relationship between two consenting adults are illegal and often punished with death. Afghanistan like many other Islamic countries are opposed to gays. Yet bacha bazi is more socially accepted and although it's not necessary legal, the law rarely gets enforced.

Bacha bazi is when an adult man (Usually older than 20) and a boy (Usually between 12 - 17. Under 18) either have a sexual relationship or the youngest one entertain the oldest one with sensual dances. Sometimes the bacha bazi boys cross dress too although the society don't like regular LGBT-things. In addition women are always covered with a burqa and never dance, participate in sport etc. They're usually inside their homes.
