I would not say 「They're asking for it.」, but more of 「They're increasing their chances of it.」.
Normal, decent civilized men won't sexually assault them. Wolves dressed as men will. This won't happen all the time whenever she leaves her home. But it only takes 1 instance.
Girls should have the freedom to wear whatever they want. Likewise, I agree that the perpetrator IS the fundamental causal factor of the crime. If the perpetrator resolved to prey on someone that day, the victim could be anyone. But wearing something that would attract the attention of the perpetrator and mark them as the victim is also not nothing.
I do not assign blame, since I consider blame a pointless ad hominem. (Prevention and risk-reduction measures are far more vital.) Instead, I consider such clothing potential contributing factors. As a freedom-loving libertarian, I LOVE freedom and think it should be maximized. But I think than anyone with common sense will hesitate to wear a red 「Make America Great Again」hat to a Democratic Party meeting, an「Impeach Trump」to a Trump rally, or white Ku Klux Klan garb to a Kwanzaa celebration.

I don’t think anyone deserves having their autonomy taken away from them, it’s someone else’s choice to sexually assault and no one else’s.
However; I think choosing to wear something like this increases the chance of something happening. It’s like I go strolling down the street in a bad area waving wads of cash and loudly talking on the phone that I’m carrying $10,000. My behaviour greatly increases the chance I’m going to get mugged. That doesn’t make it ok for someone to mug me, but my own actions may have prevented or lowered the risk had I been more street smart. What we choose to wear is the same thing

Here is my opinion.
This a dangerous question to answer as many will jump to the defense of victims. So to keep this to a dull roar I'll first cover the obvious.
- In a free society woman should be able to dress any way they damn well please without getting raped, assaulted, or harassed. However, there are things such as lust, desire, jealousy, misogyny, and/ or bad decisions to complicate things.
EVERYONE is partially responsible for the things that happen to them. That being said, I am in no way stating that victims are totally to blame for being raped, assaulted, harassed, etc. People of both genders deserve to be in jail for committing these crimes. Yet the victims most likely made a choice to dress and/ present them selves in a way that prompted someone to DECIDE to do an unlawful or unwanted acts.
As a straight guy, I love revealing clothing. However, I need to answer the original poster's question... Do I agree that women goes out dressed suggestively is asking for it? No. Do I think its Wise to dress this way? No. Its does make it difficult to empathize with victims when you know them to wear "Come and get it" outfits.
It isn't her fault, and she isn't "asking for it," but she is still doing something very foolish and making herself vulnerable. She's wearing clothing like that because she wants to advertise the goods. Back in the early 2000s, there was a series of gang war related shootings between the Bloods and Crips. Basically, innocent people were getting shot up for wearing Red and Blue, while walking around in the wrong territory.
Did they deserve to be shot? No. Were they asking to be shot? No. So why did it happen? Because they were wearing red shirts in Crips territory, and blue shirts in Bloods territory; they made themselves vulnerable and attracted attention to themselves in places they shouldn't have been doing that.
I think women who dress like that want men to see them. There is nothing wrong with that. Some men are always going to be little boys and whistle or make some stupid remark. It is never okay to put your hands on someone unless they are okay with it. If a man can't control himself when he sees women in clothes like the pictures, he's got mental issues and needs to get help. As far as slutty, there are women who like to look slutty. There are guys that like their woman to look slutty as well.
No one is asking for it, but everyone should be conscious of their own actions. If a women goes out dressed like that, not to any particular place that clothes like that would be appropriate- I don't know where that would be, but the clothing exists for a reason- she is going to face judgment and potential ridicule. She needs to understand that, because no matter how much it may suck, deviation from social norms is going to draw negative attention. That said, does she deserve to be raped, assaulted, or harassed? Fuck no. No one does.

So you know a little common sense goes a long way. And feminists needs to stop existing.
there can be many reasons to dress sexy or "slutty". maybe she just wants to feel sexy for herself. maybe she didn't think much about it and didn't see it as too sexy. maybe she wants attention. but in the end it doesn't matter because her outfit alone doesn't mean that she's interested or okay with other guys hitting, catcalling, groping or fucking her
but if a girl shows off then it's also a normal thing for guys to be interested. if I wear shorts which barely cover my ass, then I can't complain if people look at it. but there's nothing wrong with taking a quick look as long as you stay respectful and don't stare or start drooling
I think everyone is responsible for their own actions. Men, or women that are interested in women, need to understand that just because she is dressed like that doesn't mean she is looking for your specific attention. Women should be able to dress how they want without being harassed.
That being said, those retarded women need to grow the fuck up. If I were to leave my money in the sidewalk, someone is going to take it. It's not theirs, but they will take it. That's how life goes. it has nothing to do with what's fair. Be realistic. You know men will hit on you and be all over you if you dress that way. You could easily wear something else, but you choose not to. No different than being cold but refusing to wear a jacket. It makes no sense.

It really depends on the kind of men she's around I've seen tons of women with less than that on just standing around in Newport Beach down by the docks and Balboa. It's all about the men and how they think.

Partially yes. It doesn't give anyone the right to hurt them, but dressing like that and displaying their bodies means that they want to be noticed sexually. And women should realize that they can't control who is going to notice them and they should be aware of the risks.
Maybe it'll increase the likeliness of it happening, but even girls who wear modest clothing get assaulted so I'm not sure how much, if any, it'll increase. Nobody asks for rape.
