OK so I have a class project.Basically we Write our own bill of rights.And I would like to know what rules other people would make for their own country!Please help and thank you

1. Education should be free (including University). The only factor that would limit entrance to University would be that you have to pass an exam to show you are prepared for University courses. Also, completion of high school is mandatory. You have to prove that you have the necessary skills to graduate high school. You can stay in school for as long as you need to learn the necessary skills. Everyone can move at whatever pace they want.

2. An equal percentage of everyone's income should go to taxes. No tax breaks for anyone.

3. Health insurance companies should be highly regulated. It is their fault health care is so outrageous in the US.

4. Legalize marijuana, then tax the sh*t out of it, cigarettes, and junk food. All of that tax money should be funneled directly into the health care system.

5. Have insane fines for any company/person caught employing illegal immigrants. It is unreasonable to expect the government to be able to deport every single one of them, but if you take away their ability to be employed, the problem should be solved.

6. Everyone has an equal opportunity to have access to health care, education, etc.

7. Make it mandatory for people running for governmental office to pass a test showing basic knowledge of public affairs, environmental affairs, economics, government, etc.

8. Political parties are illegal. Everyone who wants to run for office (so long as they can pass the test) can, but they have to do it as an independent. They represent their own personal beliefs and don't answer to any political party.

9. No gifts/campaign money is allowed to be given to candidates running for office.

10. Anyone who commits a white collar crime will be placed in a work group and must do manual labor while incarcerated to pay off their debts. Violent criminals will be placed in solitary confinement.

11. All guns will be destroyed. Anyone caught in possession of a gun will be treated as a violent criminal. This is applicable to cross bows as well.

12. People should have to retake a driving test every 5 years in order to keep their driver's license valid.

13. Those in government office will be paid the national average wage and get no benefits that the average citizen does not have.

14. Whoever gets the popular vote (the highest percentage) gets elected. None of this electoral college crap.

15. The food industry will be imposed with strict regulations on sanitary policies. No more feedlots.

16. Those caught littering, or otherwise harming the environment, will automatically get community service. If they fail to show up to community service, they will be treated like a white collar criminal.

17. Every employer is required to give their employees at least four weeks vacation time.

18. In order to collect welfare, those in need must complete a predetermined amount of community service.

19. Everyone is required to volunteer for a year for an aid organization, either foreign or in the nation. (Like Americorps or Peace Corps

Punishment will be based on torture, rather than captivity. But the law won't be instilled by the fear of punishment. Punishment will just be an eye-for-an-eye type situation. A very close eye will be kept, and reporting crimes against you or a family member will be a lot easier, and extremely encouraged. It'll not be uncool or weird. Also, rule breakages like Murder and Decimation of Nature won't be too hard to find out about, and with DNA evidence and stuff, it'll be easily sorted.

Reformation laws will be abolished, drug laws will be abolished, traffic laws will be changed to fit the new road system, sex laws will be changed to be considered the most minor demeanour.

Once the country and its constitution is built, affecting the populace will be entirely changed. For twenty years - an entire generation, all boys will be raised the same way girls will be raised, and vice versa. All will play with dolls, and action figures, and lego, and do make up and hair games and sewing and jewellery, and console games, racing games, so on so on. Gender norms will be abolished and untaught, and for that long, brainwashing will be instilled upon children for that long. Same goes for race, sexuality, whatever.

Gyms will be removed, no muscle as its now unnecessary, but healthy eating will be enforced (just being the only thing available at a reasonable price). Cigarettes will be extremely cheap, drugs will be extremely cheap - the equipment to make art, be it music, film, whatever, will all be reduced by about 70%. Money won't be the same as it is to us anyway, but things will still be cheaper. The quality of the art tools will be extremely lessened, however - which will allow for the new cost, and also, a heightened creativity.

The glamourous and luxurious life of starbreak will still be a huge thing, as will whatever attracts people to science. Big things now will be big things then, apart from Military, which will no longer exist, and business which will be non-institutional, although still very appealing.

The record companies, galleries, film industries etc. - all art industry and media will be owned by me and my close executives, so that we may totally affect the minds of the masses even after the brainwashing is lifted. Then, after all that is done, the Scapegoat will step down, and I'll appear. I'll make up some babble about how the enforcement and brainwashing has to stay now that its in place but I can't say why for political reasons, and then proceed to lift the Fascist and Totalitarian laws, and deactivate the lock down. Then I'll make it very clear to people all the good things, which were talked about but more glossed over before - and this time, I'll gloss over the fact that they don't have rights, hahaha.

* Strive for an equal taxation system that taxes everyone more or less the same, regardless of income.

* Have a universal health care system

* Have government funded free education up to degree level at university

* Have a secular society, with the freedom of, and from, religion. Religious organistations would be required to pay income tax, but I would waive land tax on existing churches.

* Have the 'right to vote' not a right, but a license (like a drivers license). There'd be a course to take and a test you must pass to get said license. The content of the course would look at the political parties, the political system, and critical thinking. It would be run in high schools as a required course, as well as couses for adults later in life.

* Marriage would be between any number of adults of any gender, purely symbolic (there'd be no benefits from taxation etc). Each person would be required to name their next of kin on their own personal records, especially in cases of polygamy.

* I'd decriminalise drugs from a user possesion stance. I'd increase the number of rehab centres. I'd increase regulations around alcohol, I'd remove cigarette sales entirely and make it prescription based only. I'd be open to legalising certain drugs (marijuana), but not necessairly for it personally.

* Euthenasia would be legalised with a few requirements (basically the same as the Netherlands).

* Prostitution would be legalised, but only in brothels. They would have somewhat strict regulations reguarding health care, condom usage, etc.

* There would be a 'fast food' tax, determined by the fat content of the food, for any chain store with take away food. This tax would not go to general coffers, but directly feed into the hospital system.

* I'd ban entirely government donations from anyone, corporation or individual, including non monetry (such as free holidays or cars etc). Democracy is not for sale. Each representative would be given a small budget to work with for advertising.

* I would have a government funded, required by law to be objective, commercial free TV channel (Pretty much identical to Australian Broadcasting Corporation).

* I would have 1hr of television in peek hour on the government funded channel (commercial free) for politics. 20mins from the federal level, 20mins of questions and answers (from the public) 20mins of local issues (with a local feed, politicians etc).

* I'd cap government employees salary based to average income of the population and MINUS a percentage for based on the percentage of the population under the poverty line.

PART 1/3 Separated into three parts - looong as hell.

First of all, I'd create a scapegoat - a false ruler. I'd be the one doing everything, and people would believe it was him. I'd take away everyones rights, cut food severely, and not charge taxes but give them a very minimal amount of money, too. I'd order huge walls to be built around the cities, and then initiate a lockdown where no one can leave. Then, I'd let the purging and sorting begin;

Find all the people who are good with machines, computers, etc. Have them all work for me. They'll work on a sort of Beta project, city by city, making all manual and trivial work automatic - by machines. They'll be credited for creative inventions and and for dedication - if they aren't too into it, I'll put them on maintenance, upkeep, light repairs, so on. They'll make sure everything runs smoothly. After the projects finished, everyone will be put on that work, but if they have a cool idea and there's sufficient budging, their research'll be funded. All of them will be supplied with their own lodgings.

Find all people of building trade - another Beta project to work in coincidence with the above. All people in a city being worked on will be transported to another one to live, in temporary accommodation. I'll knock down every city, and rebuild it in a short of shattered, dingy Art Nouveau style, with leanings towards both industrialism and futurism. There'll be great warehouses, huge skyscrapers of high-rise bars, very cramped living spaces, and with a focus on estates and high-rise bars. The centre of the cities will have a jaded, dirty, neon glamour, with plenty of new-world, collapsive ideas, that I'll have a sought-out creative team to help me arrange. It'll look like an Andy Warhol film in the centre, and a David Lynch film in the inner city/industrial sect. There'll be no suburbs.

So that all of that works with business and so on - I'll seek all the business/wanna be business men, financial planners, adversaries, city planners, architects. That way, there'll be a thriving business centre in every town. And things'll be piled up like hell, so there'll be plenty of room for business, but without it getting too institutional. There'll be great subway networks, both walking and trains, where very carnal lairs for leisure are.

Then, a complete rehaul in education - with much more emphasis on creative, spiritual and scientific pursuits, and also robotics, computers and mechanism. Much more choice will be given to the individual in schooling, and there'll be a absolutely no pressure. There won't be a schedule, a 'you have to do this' idealist regime, rather, a free, open-education, where you do what you choose, and as much as you choose to. There'll be voluntary assessments to measure progress for the individual if they want it, but there'll be no emphasis put on that. No certificates of achievement, emphasis going on the idea of you put in what you get out - you learn what you want to learn and that'll let you do what you wanna do.

Then - money will have to be looked at… There'll be a change in that system, but it well definitely be an encouragement of materialism, in its fullest. I'll have to get a team of guys on it though, you know, who can work out a system.

Then, outside the cities - great highways will be constructed, direct routes from city to city. Then, very sparse, thin roads be made just navigating through the rest of the country, just for leisurely drives, or getting away from everything, or going to a certain place out in the wild quicker. Most of the materials used to construct everything will be recycled or taken from other towns that would be disposed of during the initial rebuilding, or bought in, so the rest of the country will be pretty much untouched.

Great farms will be constructed where the land is best, and will be entirely operated by machines, and locked in with giant walls. Everywhere else, a great, almost fictional landscape will be created. A man-made celebration of nature, great imported forests, lakes, glens, streams, fields, just a really hip and beautiful world, and it'll just take off from there without any care needed. Everything will overgrow, and it'll be taken back a little bit so people can walk around freely, but it won't be kept like, restrained or anything.

Cutting down trees will be made illegal, or digging up excessive amounts of earth, desemating, vandalising or abasing articles of nature will be illegal - the first New Law passed, and that's just to protect the world out there. Cities are mans place, the rest is natures. Other than that, people can go out and do whatever they want there. Go and live with animals, get naked and f*** like crazy, build a little makeshift shack for themselves and be a recluse, or play music, whatever.

Then - the rest of the New Laws will be passed. Basically vast dungeons will be built, falling deep underground, and rising high into the sky. Murderers will be taken there and tortured for the rest of their lives, if they are a danger to society. Rapists will undergo intensive sexual torture that'll last roughly two months, thieves will repay what they stole when caught, and undergo a month of normal torture, attackers will be beaten severely and tortured for less than a month…

Oh man, where to start.

I see only one law (maybe two) that all others would stem from that would be mandatory for any and all present and future societies.

"You shall not do any harm, especially intentional, to another human being where it causes severe impairment to their lives."

Now, you might be thinking "that seems like it could be too vague" and that's a bit of the point. What is harm, what is severe, what is impairment to their lives, etc are things to be decided by the ages. However, from what I can gather, for all ages, there will be a few rules. Such rules are:

- Do not murder

- Do not rape

- Do not steal

These are obvious principles that all of every faith can agree to. But, it expands beyond just those of your faiths and to all faiths.

The other law I could see being eternal is:

"The government must create equal opportunities for all."

This doesn't mean it creates equality and everyone has equal things (like communism or whatnot), but everyone has the opportunity to attain wealth and prestige and whatnot through hard work. This requires key things to be universal to all:

- Health Care

- Education

- Job Opportunities

Basically I'd be making sure there's a public option for education, health care, and other such things and want them to be of extremely high standards.

Now, I wouldn't make anything that's a decision of their own illegal. Things such as:

- Seat Belts

- Prostitution

- Drugs

- Alcohol

- Gambling

I don't see those as ever needing be made illegal except in some instances. Since driving is a privilege, not a right (don't argue it is, it isn't, there are other methods of getting around even if they aren't the most efficient) I would argue you can never text, eat, drink, do drugs, etc while driving. Anything that can result in you doing serious harm to other people cause of your personal choice, that is wrong.

As for punishments, if I could have a good justice system (I need a lot more information to create one, our current one sucks in the US) I would see executions viable for rapists and murderers. For all other crimes, jail time with mandatory therapy. Some less crimes might have no jail time such as stealing to feed yourself or your family (like stealing food) I would pardon from jail time, but demand they work for the person they stole the amount of time based on the minimum wage (at least) to pay back the bread they stole. They wouldn't get paid for that time cause they already did get paid by the food. In the mean time, I'd be trying to find them a real job and assuring they had at least shelters to go to in order to get food or something. And, some crimes would just be a monetary fine.

Also, any bullsh*t claim like the woman who sued McDonald's for making her fat? I'd tell her fat ass to not to CHOOSE to eat there then. And tell her to go run or something. I have no sympathy for people who make a decision and don't think of the consequences.

1) Equality of race, gender for all adult citizens on all matters (pay, rights of ownership, no aristocracy). Principles of qualification for citizenship (so that the hypocritical obscenity of a nation of immigrants obsessing about keeping a good life for themselves and screw the neighbours or anyone needing asylum can never arise). Obligations of citizenship (military, secret voting, taxation). No slavery except of parents to their children until age 16.

2) Republic (no monarchy, executive elected by and controlled by democratic proportionally elected fixed term 7 year parliament of adults (age 18+), freedom of representatives from party voting control).

3) 301 parliamentary representatives. Constituencies allocated one year ahead of election dividing the state into 301 "seats" with identical numbers of constituents. Unlimited number of parliamentary and executive terms for individuals. Candidate may not seek election by the same constituency area twice.

4) Obligation for the executive to keep its nose the hell out of the peacetime business of other nations.

5) Parliament sets tax and controls when and where the state goes to war and has the sole right to maintain a national militia. All laws to be applied consistently to the entire nation (ie no separate subordinate state law). Law can only be present or prospective. Only parliament can change the constitution (including the bill of rights).

6) Obligation of parliament to maintain education free to consumer and mandatory for all up to age 16, health care free at point of need, militia and civil law enforcement proportionate to the needs of the people and the state, funded by taxation proportionate to individual wealth.

7) Independent unlimited term judiciary to interpret law derived from parliament. Ultimate court of appeal majority vote of the parliament.

8) Religion, Politics: people can believe what they like. No established religion, no religious legal content.

9) Expression: people can say what they like, and try to convince others by any means (net, tv, radio, press, meetings etc)

10) Arms: no guns other than civil and military instruments of the state

11) State can search and seize on any grounds judiciary deems reasonable (anti terrorist, anti drug etc).

12) Habeus corpus, open transparent trial, only having to prove innocence once, limit on time in detention without due legal process, right to trial by jury of peers

13) State sanctions vs individual to be proportionate within framework controlled by parliament.

14) Age laws: 18 for anything except, 16 age of sexual consent, freedom to leave education and to join or be conscripted to militia.

All uses of state are about an integrated monolithic uniform nation state.

Oh boy, I'm going to end up leaving stuff out because I'm going to forget things but let's see:

Most of the rules that are consistent across societies I'll probably keep, ie things like Murder still being a crime.

No death penalty.

Secular Society - Total separation between church and state.

Churches are treated like businesses

Age of Majority is 16

No minimum drinking age. (I think implementing this in our current society wouldn't work as it would shock the system, but if people grew up with alcohol there would be a lot less pressure to sneak around drinking underage where stupid crap happens)

Cannibis, Shrooms, and Ecstacy would be legal (all other narcotics still illegal)

Prostitution would be legal, and regulated, with all workers being registered and taking bi-weekly STD tests. Records of all client sessions would be kept as well, for the sole purpose of stopping the spread of any STDs. Information would be protected under the privacy act.

Despite how much I make fun of the US, I prefer their political structure to ours here. I prefer the fact that we have more than two parties here though. Basically separate election for Prime Minister/President, though this would be determined by popular vote, not number of ridings. Each riding elects its own representative, no rule stating that they must vote with their party.

Taxes would be focussed much more on luxuries rather than necessities. I'm told some of the Scandinavian countries do this. But basically things like food, water, living etc either wouldn't be taxed, or would have very low tax rates. Luxuries, such as recreation, amusement parks, video games (can't believe I'm saying this) would have higher tax rates.

Income tax brackets would be changed to a continuous function determining your rate. That is instead of those who make $30 000 or less pay this rate, those who make $50 000 or less pay this rate, etc. Instead you make x dollars per year, plug that into a formula gives this rate. This stops people from being labelled based on their tax bracket.

When it comes to voting, you must be able to name all the major candidates and their respective parties. This is to encourage people to actually learn about the people they're voting for instead of just voting for the same party every time. Granted a lot of people still will, this will help stop people from voting uninformed.

Free education up to high school at age 18, plus 1 bachelor's degree worth of courses (each course is first time free, second time you pay for it).

Legalize Polygamy

Legalize Euthanasia (under certain circumstances)

Free Health Care

The following necessities (up to a maximum, beyond that you pay) are free: Water, Electricity, Internet, and land line.

Revamp equivalence qualifications for educated immigrants.

When it comes to unexpected pregnancies, each parent is allowed to sign away all parenting rights in exchange for not having to pay child support. If both do this, then foster care.

It would be written into the constitution that Corporations must never be allowed to become immortal persons, with the rights of personhood.

I would have my country to have large walls at its borders with agents to protect my borders. Illegals would be deported immediately.
