I will have to make a second list, because Africa is famous for their awful corrupt dictators both present and in the past. Maybe Africa needs to start over

B. Mobutu Sese Seko (Zaire)

C. Idi Amin (Uganda)

D. Yoweri Museveni (Uganda)

E. Muammar al-Gaddafi (Libya)

F. Robert Mugabe (Zimbabwe)

G. Idriss Déby (Chad)

I believe that would go to His Excellency, President for Life, Field Marshal Al Hajj Doctor Idi Amin Dada, VC, DSO, MC, Lord of all the Beasts of the Earth and Fishes of the Sea and Conqueror of the British Empire in Africa in General and Uganda in Particular.

I know Zaire, but even with my vast knowledge of geography, I have never heard of Central African Empire
I honestly don't have any interest in countries that no longer exist
