Don't pull out dictionarys on me, i talked to a lot of different people and a lot of them had different believes.

Some believe it is somelne regardless of gender that is dumb. Some others believe it is a woman being dumb, some believe it is a sexually attractive woman, or a woman who has botox, etc.
