It will be necessary eventually. Once everything is automated and unskilled laborers aren't needed they will either need to reform our whole entire education system or have a universal basic income.

  No clue. Could go either way. If more people go into skill labored jobs that could create more competition and lower wages for those types of jobs. If their are 500% more engineers pay wouldn't be so competitive. If people just collect a check and sit at home because their isn't as big of an incentive to work then those skilled labor jobs could be in higher demand because people aren't seeking higher education.

Your gonna need something to take core of your poor working class. The unskill labor.

  You're constantly losing money keeping people afloat with government subsidizing people life adding to the debt.
  
  You gotta have a way to add more cash value.
  
  Let's say people have more free time because of Ubi and they learn trades. Well now that the value of trades down if everyone can do it
  
  That's why McDonald's workers see the paid minimum wage.

  @DaisyJones That could also do the trick depending on how it is executed… New infrastructure growth with legitimate purpose does raise GDP and tax revenue if done right, but if you do it like China did (or China Joe wants to), then you are actually doing damage to future GDP and wasting finite natural resources and human labor/time while also causing inflation.
