Is real estate investment citizenship a scam for relatively developed countries?

Greetings! I was just looking at the citizenship laws for different countries. I saw that many high to medium income countries like Canada, Germany, Ukraine and Turkey offer citizenship to people if they invest in these countries to the tone of 250,000-1 million USD depending upon different conditions met.
Isn't it kind of a scam to lure wealthy citizens to their own nation or is it a genuine effort on their part to safeguard these people from exploitation?
On the other hand, if American and European countries started to reverse exploit this situation they could really enter less developed nations with ease. Per capita income in US is above 100,000 usd so they wouldn't have a problem becoming international citizens of the world while Africans with less than 2$ per day and 600$ per day become stuck due to mobility and lack of education?

I can speak for Canada. The investment cotizenship route is mainly exploites by uber-wealthy Asians from Hong Kong, India and China.

These people are throwing down 50 million on mansions and stuff. This is typical cash grab behaviour of the Canadian tax mafia, I mean government.

It is one of the major reasons for the housing crisis in Vancouver. It has inflated prices so high.

The ones being scammed are regular people because it makes false value in the hiusing market and people are going homeless from it.

Not at all, who from the west would want to move to a third world country but the inverse for the wealthy people in those nations is to avoid the socialism and unrest common there

I think there are people in the west who might like to retire to these nations as they wouldn't have to work as hard since the exchange rate differential will make them many times richer

I am from Canada and I've moved to a "third world country". It has beem very advantageous because having a Western currency but paying in my new country's currency has afforded me a standard of living I could never afford in my home country.

Now that I am in the developing world I am even more acquainted with the ignorance, assumptions and superiority complex those living in the "first world" have about poorer countries.

So glad I moved.
