Is real estate investment citizenship a scam for relatively developed countries?

Greetings! I was just looking at the citizenship laws for different countries. I saw that many high to medium income countries like Canada, Germany, Ukraine and Turkey offer citizenship to people if they invest in these countries to the tone of 250,000-1 million USD depending upon different conditions met.
Isn't it kind of a scam to lure wealthy citizens to their own nation or is it a genuine effort on their part to safeguard these people from exploitation?
On the other hand, if American and European countries started to reverse exploit this situation they could really enter less developed nations with ease. Per capita income in US is above 100,000 usd so they wouldn't have a problem becoming international citizens of the world while Africans with less than 2$ per day and 600$ per day become stuck due to mobility and lack of education?
