Anyone who would allow that is a bad parent. I have watched some of the creepy videos of Biden on YouTube. He should not be allowed in the same room with any child. There is a video of him introducing his granddaughter, who looks to be in her late teens. He kissed her in the mouth, and it was a lingering kiss. She accepted it as if it was normal! That poor girl had been groomed for that at an early age.
