Well, it's happening in South Africa, but it's nothing new. Usually you see it with socialism or religion rather than reparations though. Farming, manufacturing, basically people who are working are blamed for the problems people who aren't working are faced with.

Policies come out to reverse positions between "have" and "have nots", their roles are reversed, and a country descends into anarchy, civil war, hundreds of years of fragmentation and decay. By the time they get out of it and return to where they were, the rest of the world has moved forwards, and they have only managed to catch up to a stability of the past.

It happens all over the world all the time. Tribalism, social classes, any divide between people can cause it. In America there's a risk of that occurring between left and right. Civilizations only work when everyone plays by "civil" rules. Once any group grows large enough and ignores them, that civilization no longer exists. A little famine is to be expected during instability like a country or civilization collapsing, and isn't that big of a deal.

Oh no, another country in Africa will descend into starving, chaos, and corruption! What will we do? In Americas case we'll probably make the most stupid decision possible and send money over to the dumbasses. The quicker they implode, the quicker they can recover, whoever they are that is left in the end.

The problem with seizing farms and turning them into communal crops, is more than 90% of the population has no idea what to do with them, so they always ruin the crop and cause major food shortages. This also happened in Zimbabwe when Mugabe took over and even now, decades later, the problem still persists. It's been going downhill for a while but South Africa is pretty much screwed. I pretty much guarantee that no western country is going to step in, but after the bodies start lining the streets, the Chinese will "rescue" them by effectively vassilizing the country.
