If you watch the video, it's pretty obvious that he looked at his watch and almost immediately realized how inappropriate it was and tried to hide it. The guy lives a few seconds out of the day at a time, and is prone to random, sometimes extreme lapses of common sense. Jill at one point notices him doing this and you can see the look of petrified horror like she already knew it would become a debacle.
Personally, I don't think that this should've been a televised event. Bush made it a point to keep his visits to the reception private, Obama maintained that, and I only recall Trump making a show out of one from Syria, but even then it was more his enemies in the media than him making the show. Whoever made that call made a huge miscalculation, especially knowing full well what a doddering buffoon Joe is when he has to stay alert for more than about 30 minutes at a time. I'm sure whoever made that call had the notion that filming the last dead US soldiers coming home being received by the president thought it would be some kind of heroic or iconic or even somber moment to publish on the front pages... But it's just another embarrassment. Why expect anything else at this point?
I think you hit the nail on the head. Joey was told to do this in an attempt to make up for him being the cause of the deaths. The families weren't buying this crap.
I'm not saying he shouldn't have been there- were I president, I would absolutely make time to receive the fallen at Dover AFB no matter what else is going on in the world. I'm saying that it seems like the cameras and reporters were brought in to try and make a political stunt out of something the last several presidents have kept largely private, and it's backfiring horribly. Visiting the still-living troops at Walter Reed and Bethesda is a far better and more appropriate setting for that kind of crap.
Biden should have just stayed home that day. The families wouldn't have liked it, but it would have been much better than seeing him with total disregard for their dead loved ones.
