I know, I know you are thinking, why the hell, I am not using Work Package itself. And the answer is yes I can't.
I have already thought about step, part, milestone, deliverable. But these words do not fit. Any suggestion ?
You are right. Its a universal word. And I can't use it, Because, I had used it in my report. But my report is integrated in to the main project report. and the main project report is itself a report of a work package. So I have been told by the reviewers to change it in order to avoid confusion.
Well, in PM terminology, that wouldn't matter, to be honest. I think the people giving you the review comments are full of crap.
You could try using "sub-work-package" to make the distinction that it's different, but I'd normally just differentiate based on some subheading. Like, if WP was Work Package in the over-arcing sense, I'd use WP1, WP2, WP3, etc.. for the Work Packages at my sublevel.
